THE RULES (Code of Conduct) OF THE REPUBLICAN PARTY OF VIETNAM (RPV Rules)

PREAMBLE

For a civilized and prosperous Vietnamese society, with the aim of gathering Vietnamese talents from all over the world to share the same ideals of the true Republic, in order to revitalize the country, and to protect the territory, life, security, and common interests of the Vietnamese people, in the spirit of openness, moderation, and cooperation;

Affirming the necessity of a common set of rules for those who share the ideals of a true Republic to follow and act as a unified standard;

Recognizing the importance of encouraging and enabling the broadest participation from all Vietnamese people in the activities of the Republican Party of Vietnam (RPV) at all levels;

The following rules are adopted as the Rules of the Republican Party of Vietnam (hereinafter referred to as “RPV Rules”), encompassing RPV’s mission and symbol, membership rules, and organizational structure:

CHAPTER I: MISSION AND SYMBOL

Rule No. 1: Name and Mission

  1. Name:
    The Republican Party of Vietnam has the following official names:
    1. Vietnamese name: Đảng Cộng Hòa. Vietnamese abbreviation: ĐCH.
    2. English name: The Republican Party of Vietnam. English abbreviation: RPV.
  2. Mission:
    1. The highest mission of RPV is to build and defend the Republic that promotes civilization and prosperity in Vietnam. This true Republic shall ensure all citizens have the right to live, work, and thrive in a fair and secure environment.
    2. RPV is committed to adhering to the principles of the United Nations Charter and international treaties to which Vietnam has signed, particularly the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. This commitment emphasizes respect for and protection of the legitimate rights of all citizens.
    3. RPV aims to advance comprehensive international integration while preserving and promoting Vietnam’s cultural heritage.
    4. We advocate for transparency in governance, including but not limited to free and fair elections and the elimination of corruption and inequality.

Rule No. 2: Symbol of the Republican Party of Vietnam

  1. Description of the Symbol: The official symbol of RPV is a golden sun rising above three red waves, with the waves positioned in the lower half of the sun.
  2. Symbolic meaning: This symbol signals a dawn coming for an everlasting true Republic and a bright future for the Vietnamese nation, like the sun rising on the waves of the East Sea. The three red waves are together on a symbol representing the inseparable connection of three regions of Vietnam: North, Central, and South. The golden sun symbolizes the national legend born from a sac of hundred eggs due to the legendary marriage of the national mother Âu Cơ and the national father Lạc Long Quân.

CHAPTER II: MEMBERSHIP RULES

Participation to be a part of RPV comes from the voluntary spirit of the participants. However, upon deciding to become a RPV member, the participant should abide by the party’s rules, actively participate in the party’s activities and programs, and represent the party worthily in society.

The following rules are ratified as the Membership Rules, in order to establish a solid foundation for the functioning and sustainable development of RPV. Compliance with and proper implementation of the provisions of these Rules shall help RPV become a strong and reliable political party in the heart of Vietnam.

Rule No. 3: Rights and Obligations of Members

  1. Rights:
    1. Participate in RPV activities and events.
    2. Run for RPV leadership positions or vote for other members to hold such positions.
    3. Run for legislative or executive offices of Vietnam or vote for other members to hold such offices.
    4. Be protected and supported by RPV when facing difficulties or infringement of legitimate interests during participation in RPV activities.
    5. Provide comments, suggestions, and proposals at RPV meetings and conferences.
    6.Access relevant RPV information and documents.
  2. Obligations:
    1. Contribute to the construction and protection of the true Republic, where the people enjoy free elections and candidacy.
    2. Comply with the RPV Rules and regulations.
    3. Respect and implement RPV decisions.
    4. Actively participate in RPV activities.
    5. Protect and uphold the reputation and honor of RPV.
    6. Make financial contributions as prescribed by RPV (Note: Contributions are encouraged but not mandatory. See (*) for details).

Rule No. 4: Conditions and Procedures for Joining

  1. Conditions for Joining:
    1. Any Vietnamese person, at home or abroad, from the age of sixteen (16), with good moral qualities and a commitment to building the true Republic.
    2. A commitment to complying with RPV Rules and regulations.
    3. Be referred by at least one official member.
  2. Joining Procedures:
    1. Submit a RPV membership application using the prescribed form.
    2. Participate in an interview (in-person or online) with an authorized RPV representative.
    3. Complete a minimum training period of six (6) months, except in cases of good capacity and recognition by the Personnel/Human Resources Committee, or great contributions to the Republican Party and recognition by the Supervision and Reward/Discipline Committee.
    4. After the training period, if satisfactory, the applicant will be recognized as an official member by the Personnel/Human Resources Committee.

Notes:

(*): According to existent RPV regulations, members are not required to contribute finance. RPV encourages voluntary financial contributions based on individual’s ability and commitment to support the development RPV, while fully respecting members’ decisions about whether or not to make financial contributions. In addition, RPV shall have mechanism to support members when participating in activities, in the form of document support, legal support, psychological counseling support, training support, financial support, health care support, etc. in accordance with member activities and RPV resources.
